$s = r\theta$ and $A = \tfrac12 r^2\theta$ are true only when $\theta$ is measured in radians — they are the definition of the radian, not general formulas with a unit slot. Feed $60$ into either one and you get an answer roughly $57$ times too big, which is exactly the factor $\tfrac{180}{\pi}$. The same switch governs the calculator: $\tan\left(\tfrac{\pi}{3}\right)$ in degree mode returns $0.0183$, not $\sqrt{3}$, and every later line inherits it. The whole question hinges on spotting that $OAT$ is right-angled at $A$, because a tangent is always perpendicular to the radius at the point of contact. This is part (a).

The right angle is at $A$ and nowhere else: $OA$ is a radius, $AT$ is along the tangent at $A$, and the tangent is perpendicular to the radius at the point of contact. Put it at $T$ instead and $OA$ becomes the hypotenuse, which would make the radius the longest side of a triangle that runs outside the circle. Once the right angle is placed, the ratio picks itself: $AT$ is opposite $\theta$ and $OA$ is adjacent, so it is $\tan$; $OT$ is the hypotenuse with $OA$ adjacent, so it is $\cos$. The two formulas look alike and are told apart by the power of $r$: one $r$ is a length, two of them make an area, and the units follow the powers with no exceptions. That gives you a free check on every line — a perimeter answer carrying cm$^2$, or an area answer in cm, is wrong before anyone reads the number. Points $A$ and $B$ lie on the circle with radius $4$ cm, and points $D$ and $C$ lie on the circle with radius $8$ cm, where $OAD$ and $OBC$ are straight lines. The angle $AOB = \theta = \frac{\pi}{6}$ radians.
