A fraction is improper when the numerator's degree is greater than or equal to the denominator's. Here both are quadratics, so it is improper and must be divided before it can be split into partial fractions — that is what makes this a Pure 4 question rather than a Pure 3 one.

Once the division is done, what's left is an ordinary PROPER fraction with two distinct linear factors — cover-up applies exactly as it would in Pure 3.
Before any cover-up, one test decides whether a division is needed. Apply it to all three of these and say which are improper:

The word EQUAL is the whole trap: (B) has degree $2$ on both sides and looks balanced, which is exactly why students head straight for cover-up and get a system with no solution. The quotient of an improper fraction is what the fraction settles down to for very large $x$, and that is the ratio of the leading coefficients — visible as the horizontal asymptote on the picture. A monic denominator makes the ratio look like a straight copy of the top coefficient, which is why the shortcut is so often remembered in the wrong form. Long division reaches the same answer more slowly and never lets you get this wrong. Dropping $A$ is easy because it does not look like a partial fraction — it is the only term without a denominator, and it arrives from a different step than the other two. Substituting any convenient value of $x$ into your answer and into the original takes ten seconds and catches it, along with any slip in $B$ or $C$. The sign of the substituted value is the OPPOSITE of the sign in the bracket, because you want the bracket to vanish: $(x + 1)$ dies at $x = -1$. A definite integral counts area below the axis as negative, so the sign of the answer is decided before any integration happens — two substitutions settle it. Both $A$ and $B$ came out negative, and losing one of those minus signs would flip the answer to $\ln 256$, a positive number that looks every bit as respectable.
